Rural development is in a trouble state. The evidence lies in the persistence of rural poverty, but also in the declining floes to the sector, and the concertedd effort to rethink policy by both international funding agencies and developing country governments. Of course, there is a paradox. Poverty reduction is the name of the game in international development. Poverty is not only widespread in rural areas, but most poverty is rural, at least for now.
